Important notice on rights flexibility (delegation and restrictions):
The higher project management (Owner, Co-Owner, Project Leadership, and authorized Managers) reserves the right to temporarily extend or restrict the permissions of lower-ranking staff members within reasonable limits to perform specific work tasks.Example: A Factions Manager may be temporarily granted the authority of a Community Manager during the latter’s absence to perform urgent tasks.Warning: The existence of this possibility does not grant the right to independently ask, beg, or demand additional permissions. Any unjustified requests for permission expansion (including those referencing this note) are strictly prohibited and may result in disciplinary action.

- Absolute authority and final decisions on all matters of the project, server, and staff.
- Can appoint, demote, promote, and terminate any staff member.
- Can revoke any decisions and modify the staff structure.
- Delegates authority to the Co-Owner.

- All rights of the Owner, except for the ability to remove or replace the Owner.
- Substitutes for the Owner in all matters during their absence.

- It is prohibited to remove or limit the Owner’s rights.
- It is prohibited to make changes to the rules without agreement from the Owner.
- It is prohibited to disclose confidential information (NDA): update plans, personal data of staff, contents of internal meetings.

- F-3.1 — Permissions:
- Full management of the project and server, and full responsibility for all its aspects.
- Can manage staff, rules, technical features, and gameplay.
- Can appoint, demote, promote, and terminate subordinate staff members.
- F-3.2 — Restrictions and Prohibitions:
- Subject to demotion, suspension, or removal by the Owner or Co-Owner.
- It is prohibited to remove, limit, or modify the rights of the Owner or Co-Owner.
- It is prohibited to disclose confidential information (NDA): update plans, personal data of staff, contents of internal meetings.
F-4 — Head Developer

- F-4.1 — Core Duties and Functions:
- Executing technical tasks and assignments received from management (Owner, Co-Owner, Project Leadership).
- F-4.2 — Permissions:
- Exercise operational leadership over the development team.
- Coordinate the process of executing tasks set by the Owner, Co-Owner, or Project Leadership of the project.
- Distribute current workload among members of the technical department to optimize workflow.
- Control the quality and deadlines of executing technical assignments received from management.
- F-4.3 — Prohibitions:
- It is prohibited to interfere in HR processes without the consent of the Owner/Co-Owner/Project Leadership.
- It is prohibited to interfere in the operations of other departments (staff, event management, factions) without direct permission from the Owner (in case of events — only upon approval of the Community Managers to assist).
- It is prohibited to use the position to gain personal advantages in gameplay or lobby the interests of specific players/factions.
- It is prohibited to disclose confidential information (NDA): update plans, personal data of staff, contents of internal meetings.
- Any actions leading to the destabilization of team operations or causing reputational/technical harm to the server.
F-5 — Staff Manager

- F-5.1 — Core Duties and Functions:
- Organizing training, conducting recruitment, supervising internships and mentorship systems for Team Leads, Administrators, and Moderators.
- Control of the Internal Affairs Team.
- Control of the Discord Moderation Team.
- Regularly conducting evaluations, knowledge testing (tests), and deciding on rotation (promotion/demotion/transfer) of staff.
- Making final decisions on hiring and termination.
- F-5.2 — Permissions:
- Suspend decisions of subordinate administrators if they contradict the rules or interests of the project.
- Request work reports from Team Leads and moderators at any time.
- Suspend any staff member from duty during an internal investigation without prior agreement from management.
- Nominate outstanding staff members for bonuses or unique roles.
- Amend staff instructions and the code of ethics (in coordination with the Owner).
- F-5.3 — Restrictions and Prohibitions:
- It is prohibited to interfere in the operations of other departments (technical part, event management, factions) without direct permission from the Owner (in case of events — only upon approval of the Community Managers to assist).
- It is prohibited to use the position to gain personal advantages in gameplay or lobby the interests of specific players/factions.
- It is prohibited to disclose confidential information (NDA): update plans, personal data of staff, contents of internal meetings.

- F-6.1 — Core Duties and Functions:
- Planning and conducting in-game events, creative contests, and giveaways. Coordinating the work of Event Makers.
- Managing social media, writing texts for update announcements, publishing news and PR materials.
- Searching for bloggers, negotiating cooperation, and monitoring their execution of advertising obligations.
- Monitoring Discord and social media. Conducting surveys, analyzing player sentiment, and preparing reports for the Owner.
- Organizing live streams or Q&A sessions between players and staff/developers.
- Developing initiatives to improve the atmosphere and interaction within the community and external audience.
- Managing the hierarchy “Community Manager -> PR Leader -> Event Makers/Media Partners/SMM Specialists”. Setting tasks to find new advertising platforms.
- Supervising the promotion team (Media Partners/Event Makers/SMM Specialists). Creating technical specifications for advertising creatives, previews, and server trailers.
- Tracking where new players come from (via promo codes or metrics) and adjusting promotion strategy.
- Monitoring how the PR Leader and media faces of the project communicate with the audience on external resources.
- F-6.2 — Permissions:
- Access to resources: Right to request funds from the project fund for giveaways (in-game currency, donate, unique items).
- Content moderation: Right to edit any information channels, delete outdated news, and format Discord/forum sections.
- May be granted the right to give orders to moderators and administrators in the course of preparing events or advertising campaigns.
- Right to officially respond on behalf of the project in public spaces.
- Right to initiate blocking of users or media partners for causing reputational damage to the project.
- Ability to reject a media partner (blogger) candidate proposed by the PR Leader if their content does not match the image of Moscow RolePlay.
- Right of final approval of all visual and text materials used in advertising.
- Right to remove the PR Leader and hire a new one.
- F-6.3 — Restrictions and Prohibitions:
- It is prohibited to interfere in the operations of other departments (technical part, staff, factions) without direct permission from the Owner/Co-Owner/Project Leadership.
- Strictly prohibited to use server resources to advertise personal projects, social networks, or external platforms not related to Moscow RolePlay.
- It is prohibited to engage in public conflicts with players, use profane language, or show aggression on behalf of the project.
- It is prohibited to disclose update details ahead of the scheduled time (“leaking” insider info).
- It is prohibited to make deals with bloggers or partners on terms that imply personal benefit for the manager (kickbacks).

- F-7.1 — Core Duties and Functions:
- Forming the curator team, distributing them among factions, and monitoring their daily activity.
- Coordinating the actions of the Head Curator, setting weekly tasks, and verifying execution of directives.
- Regular auditing of curators’ actions for “nepotism/favoritism” towards their leaders.
- Intervening in disputes that curators or the Head Curator could not resolve.
- Reviewing appeals against decisions of the Head Curator or complaints about unlawful actions of curators.
- Defining the overall policy for all factions (e.g., “month of emphasis on RP component” or “activation of the criminal sector”).
- F-7.2 — Permissions:
- Right to appoint, remove, or transfer curators from one faction to another to prevent stagnation.
- Full access to curators’ internal chats with leaders to monitor management quality.
- Right to issue strikes to curators and the Head Curator for negligence or poor performance of their supervised factions.
- Right to annul any decision of a curator or the Head Curator if it contradicts server rules or project interests.
- Right to demand summary analytics from the Head Curator on all organizations for any period.
- F-7.3 — Restrictions and Prohibitions:
- It is prohibited to issue orders to leaders directly, bypassing their curators (except for emergencies when the curator is offline).
- It is prohibited to curate factions independently or have close personal connections with leaders/curators (nepotism).
- It is prohibited to change internal rules of a specific faction without prior discussion with its curator and the Head Curator.
- It is prohibited to transfer information about audits or raids to curators of other branches (e.g., informing the OPG curator about the plans of the MVD curator).
- It is prohibited to interfere in the operations of other departments (technical part, event management, staff) without direct permission from the Owner (in case of events — only upon approval of the Community Managers to assist).
F-8 — Roblox Internal Affairs Team

- F-8.1 — Core Duties and Functions:
- Autonomous staff subdivision carrying out control over regulations and ethics compliance.
- Conducting independent internal audits and investigations regarding violations by Roblox staff members.
- Processing complaints from players and staff against staff members, maintaining the violations registry.
- F-8.2 — Permissions:
- Right to request logs, screenshots, and other evidence from staff members necessary for an active investigation.
- Right to recommend HR decisions (demotion, termination) to the management based on investigation results.
- Right to temporarily suspend a staff member’s administrative privileges during the investigation period (with prior coordination with the Staff Manager).
- F-8.3 — Restrictions and Prohibitions:
- It is prohibited to make final HR decisions (termination, blacklisting, permanent bans) in a unilateral manner.
- It is prohibited to conduct investigations against friends, members of one’s game faction, or direct supervisors.
- Strictly prohibited to use IAT authority to pressure staff members or for personal gain.
F-9 — Discord Head Moderator

- Leadership and coordination of the Discord moderation team.
- Maintaining order on project communication servers.
- Reviewing complaints about the actions of Discord moderators.
- Resolving disputes in official channels.
- Organizing and conducting regular training sessions for the Discord moderation team.
- Quality control of task execution during training sessions.
- F-9.2 — Permissions:
- Right to issue punishments (mutes, bans, warns) on the Discord server.
- Conducting attestations of Discord personnel according to an agreed schedule.
- Right to configure channels and manage moderator roles (within their department).
- Developing methodical materials for training moderators.
- Submitting proposals to improve the training system.
- F-9.3 — Restrictions and Prohibitions:
- It is prohibited to punish game staff without agreement from management.
- It is prohibited to grant access to closed or confidential channels to unauthorized individuals.
- It is prohibited to use moderation features and assign roles for personal gain or to promote external resources.
F-10 — PR Leader

- F-10.1 — Core Duties and Functions:
- Searching for and analyzing advertising platforms, negotiating cooperation with bloggers and media partners.
- Creating technical specifications (TS) for advertising, monitoring execution of advertising obligations by bloggers.
- Monitoring activity and reputation of the project’s media faces in the media space.
- F-10.2 — Permissions:
- Right to propose candidates to the Community Manager for long-term partnerships or buying ads.
- Right to request view and traffic statistics from bloggers for reports to management.
- Right to issue instructions to the project’s media partners within the framework of complying with advertising TS.
- F-10.3 — Restrictions and Prohibitions:
- It is prohibited to make deals and sign advertising contracts on terms that cause harm to the project or imply personal benefit.
- It is prohibited to disclose confidential details of upcoming updates (NDA) to bloggers or external parties without Community Manager approval.
F-11 — Minecraft Internal Affairs Team

- Autonomous staff subdivision carrying out control over regulations and ethics compliance on Minecraft servers.
- Conducting independent internal audits and investigations regarding violations by Minecraft staff members.

- Right to request logs, screenshots, and other evidence from staff members necessary for an active investigation on the Minecraft server.
- Right to recommend HR decisions (demotion, termination) to the management based on investigation results.
- Right to temporarily suspend a staff member’s administrative privileges during the investigation period (with prior coordination with the Staff Manager).

- It is prohibited to make final HR decisions (termination, blacklisting, permanent bans) in a unilateral manner.
- It is prohibited to conduct investigations against friends, members of one’s game faction, or direct supervisors.
- Strictly prohibited to use IAT authority to pressure staff members or for personal gain.

- Reviewing complaints against ER:LC administrators and moderators, reviewing unban appeals.
- Leadership of the in-game moderator team, resolving complaints against lower-ranking moderators and administrators.

- Right to use full range of game commands (kick, ban, warn, jail, unban) to maintain order.
- Right to issue disciplinary recommendations regarding game administrators to the Staff Manager.
- Right to maintain incident reporting and escalate complex cases to senior administration.
- Right to approve mini- or medium-scale events, such as roadwork and hostage taking.
- F-12.3 — Restrictions and Prohibitions:
- It is prohibited to make HR changes and modify the staff structure without coordination with management.
- It is prohibited to issue strikes or penalties to staff members bypassing the Staff Manager.
- It is prohibited to groundlessly interfere in Discord moderation operations.
- It is prohibited to use in-game commands for personal gain or gameplay advantage.

- Maintaining order on the server, suppressing disruptive behavior.
- Right to issue punishments to staff members and administrators lower in rank.
- Reviewing complaints against lower-ranking ER:LC administrators and moderators.

- F-13.2 — Permissions:
- Right to issue player punishments (kick, demorgan, warn, ban, unban) in accordance with server rules.
- Right to interfere in RP situations only during gross violations of the rules.
- Right to approve mini- or medium-scale events, such as roadwork and hostage taking.
- F-13.3 — Restrictions and Prohibitions:
- It is prohibited to groundlessly interfere in the work of junior administrators and moderators.
- It is prohibited to make HR decisions regarding other staff members.
- It is prohibited to use any administrative commands for personal gain or to help friends.
F-14 — Junior Administrator ER:LC

- Assisting players on the server, resolving complaints and medium-complexity tickets, recording player violations, and maintaining discipline.

- Right to use game punishment commands (kick, warn, demorgan, ban) per server rules.
- Right to temporarily interfere in game situations to stop mass rule violations (Mass RDM, Leave RP).
- Right to approve mini- or medium-scale events, such as roadwork and hostage taking.
- F-14.3 — Restrictions and Prohibitions:
- It is prohibited to make HR decisions or conduct staff audits.
- It is prohibited to issue punishments without capturing evidence.
- It is prohibited to use admin commands for personal purposes.

- Right to approve mini- or medium-scale events, such as roadwork and hostage taking.
- F-15.3 — Restrictions and Prohibitions:
- It is prohibited to issue global punishments (permanent bans) without prior coordination with higher-ranking Administrators.
- It is prohibited to make HR decisions and use commands for personal gain.

- Right to interfere in the work of trial, junior, and regular moderators if they struggle or make mistakes.
- Right to issue punishments to players in accordance with moderation regulations.
- Right to approve mini- or medium-scale events, such as roadwork and hostage taking.
- F-16.3 — Restrictions and Prohibitions:
- It is prohibited to use authority and moderation commands for personal purposes.
- It is prohibited to make HR structure changes without management coordination.
- It is prohibited to issue global punishments (ban, unban) and use the admin-panel (mod-commands only).

- It is prohibited to use mod-commands for personal gain.
- It is prohibited to use the admin-panel and high-level commands (ban, unban).
- It is prohibited to punish or restrict the rights of staff colleagues without management coordination.

- Right to issue punishments (kick, warn, demorgan) in accordance with the rules.
- Right to approve mini events, such as conducting roadwork.
- F-18.3 — Restrictions and Prohibitions:
- It is prohibited to use admin commands, issue bans and unbans.
- It is prohibited to use mod-commands for personal gain.
- It is prohibited to punish staff members without coordination.

- Learning moderation basics under Senior Moderators, Administrators, and Team Leads. Recording player violations, maintaining order.
- F-19.2 — Permissions:
- Right to issue punishments to players (kick, warn, demorgan) strictly in coordination or during obvious rule violations.
- F-19.3 — Restrictions and Prohibitions:
- It is prohibited to resolve tickets in Discord alone (only supervised).
- It is prohibited to grant permission for any events.
- It is prohibited to interfere in the work of other moderators or admins on the server.
- It is prohibited to use commands for personal gain.
F-20 — Media Partner

- F-20.1 — Core Duties and Functions:
- Creating and publishing quality media content (videos, streams, posts) promoting Moscow RolePlay.
- Complying with partnership ethics, maintaining a positive project image.
- F-20.2 — Permissions:
- Access to partner perks: unique Discord roles, in-game media commands (e.g. camera tool).
- Project support (giveaway resources, video announcements).
- F-20.3 — Restrictions and Prohibitions:
- It is prohibited to tarnish the project’s reputation or engage in public conflicts.
- It is prohibited to leak NDA/confidential info.
- It is prohibited to abuse media commands to disrupt gameplay or gain RP advantage.
F-21 — Event Maker

- F-21.1 — Core Duties and Functions:
- Writing scenarios, planning, preparing and conducting game events for the community.
- Coordinating players, ensuring safety and compliance.
- F-21.2 — Permissions:
- Right to use special event panel and commands (teleport, spawn temporary cars/skins).
- Right to request prize budget (game money, unique cars, donate) from the Community Manager.
- Right to enlist junior mods as event helpers.
- F-21.3 — Restrictions and Prohibitions:
- It is prohibited to conduct unauthorized large events.
- It is prohibited to award prizes to self or friends (favoritism).
- It is prohibited to use event commands for personal gain or outside official events.
F-22 — SMM Specialist

- F-22.1 — Core Duties and Functions:
- Writing posts, formatting publications, and managing official social media (Telegram, VK, TikTok, etc.).
- Moderating comments, hosting surveys/contests.
- F-22.2 — Permissions:
- Publish news, announcements, and teasers coordinated with management.
- Edit content and layout of official channels.
- Request media assets from devs.
- F-22.3 — Restrictions and Prohibitions:
- It is prohibited to publish profane, offensive or unauthorized content.
- It is prohibited to leak NDA info early.
- It is prohibited to delete official posts or engage in arguments from official accounts.
F-23 — Promotion Team

- Participating in marketing/ad campaigns, distributing promo materials.
- Searching for partners, bloggers, new players.
- Suggesting brand awareness ideas.
- F-23.2 — Permissions:
- Distribute official promo materials.
- Collaborate with partners’ media resources.
- Receive rewards from the Community Manager for player acquisition.
- F-23.3 — Restrictions and Prohibitions:
- No spamming, deceptive ads, or malicious promotion methods.
- No providing false project info.
- No promoting external projects.
