Server Rules

​

A-1 — RP Terms

The server uses standard roleplay terms and their abbreviations, such as RDM, VDM, Non RP, etc. Their meanings and the corresponding violations are described below.

RP Terms

​

RDM (Random Death Match) — Killing without reason

Killing one to three players without a significant roleplay reason.

Example: A player suddenly opens fire on an unarmed pedestrian for no reason.

Punishment: Demorgan for 1 hour.

​

MRDM (Mass Random Death Match) — Mass killing without reason

Killing or shooting at four or more players without reason within a short period of time.

Example: Runs into a crowd of civilians and starts shooting everyone one after another.

Punishment: Ban until appeal.

​

SRDM (Staff Random Death Match) — Killing staff

Killing one to three server staff members without a significant roleplay reason.

Example: Kills a moderator who is conducting an investigation or is on duty, without reason.

Punishment: Ban until appeal.

​

MSRDM (Mass Staff Random Death Match) — Mass killing of staff

Killing four or more staff members without a significant reason within a short period of time.

Example: Deliberately opens fire on a group of moderators or administrators.

Punishment: Ban until appeal.

​

VDM (Vehicle Death Match) — Damaging vehicles

Deliberately ramming other players’ cars, shooting at vehicles without reason or staging intentional accidents.

Example: A player deliberately crashes into cars parked near a service station at speed or shoots up their bodies.

Punishment: Demorgan for 20 minutes.

​

MVDM (Mass Vehicle Death Match) — Mass vehicle damage

Deliberate damage to four or more cars within a short time: mass ramming, provoking major traffic accidents or shooting at cars without reason.

Example: Speeds up on the oncoming lane and methodically smashes through a stream of cars or shoots at cars in the parking lot.

Punishment: Demorgan for 30 minutes.

SVDM (Staff Vehicle Death Match) — Damaging staff vehicles

Shooting at staff vehicles, deliberate ramming or staging traffic accidents involving them without a significant reason.

Example: Deliberately cuts off or crashes into an on-duty moderator’s car.

Punishment: Demorgan for 30 minutes.

MSVDM (Mass Staff Vehicle Death Match) — Mass damage to staff vehicles

Deliberate damage to four or more staff vehicles within a short time by any means.

Example: Shoots up or wrecks the administration’s official cars in the parking lot.

Punishment: Kick.

​

FRP (Fear RolePlay) — Fear for one’s life

Ignoring mortal danger and showing no natural fear for your character’s life. If you are faced with obvious danger or numerical inferiority, you must comply.

Example: A player tries to run away or acts defiant while three armed police officers are aiming at him point-blank.

Punishment: Demorgan for 20 minutes.

NLR (New Life Rule) — New life after death

After death the character forgets the circumstances of their death, the identity of the killer and has no right to take revenge.

• You may return to the place of death only after 3 minutes (if a shootout, raid or robbery is still ongoing there, returning is prohibited until the situation fully ends).
• The character remembers their friends, home and basic duties, but completely forgets the events that led to their death.

Example: Died in a shootout, respawned in the hospital and immediately rushed back to kill his offender.

Punishment: Demorgan for 20 minutes.

MR (Medical Rushing) — Rushing medical care

Providing medical care unrealistically quickly by ambulance staff without proper roleplay.

Example: A medic ran up, instantly picked up the wounded with a button and shoved them into the ambulance without any first aid roleplay.

Punishment: Warning.

​

MG (Metagaming) — Use of out-of-game information

Using any out-of-game information (from Discord, streams, private messages) that your character could not have accessed in the game, in order to gain an advantage.

Example: A friend told you on Discord voice where the criminal is hiding or where an ambush is set up, and you drove there following their tip.

Punishment: Demorgan for 40 minutes.

PG (Powergaming) — Attributing unrealistic abilities

Attributing unrealistic superpowers to your character, playing “terminator”, as well as actions that leave the opponent no chance to react.

Example: Roleplay like “kicked them in the jaw — knocked them out cold”, without giving the other player a chance to dodge or defend.

Punishment: Demorgan for 20 minutes.

NonRP (Non Role-Play) — Unrealistic behaviour

Any behaviour that breaks the roleplay atmosphere: deliberate clowning, leaving the game to escape arrest or going AFK in an active scene.

• Atmosphere: it is forbidden to turn the game into a circus. The main language of communication is Russian (short phrases in other languages are allowed). Voice-chat roleplay is only allowed if voice is available for all participants of the scene and you are making a video recording.
• Playing in your own favour: you cannot roleplay actions solely to guarantee a win or react to something your character could not physically have seen.
• Provocation: it is forbidden to intentionally bait players and government structures into aggression and chases without a logical IC reason.

Example: Bursts into someone else’s arrest, jumps across the roofs of official cars and shouts incoherent phrases.

Punishment: Kick.

A-2 — Interfering with Others’ RP Scenes

It is prohibited to interfere with RP scenes in which you are not initially involved, including creating staged situations to draw you into a scene. If your involvement logically fits the RP scene and its participants are willing to involve you, this is not considered a violation.

​

A-3 — Events and Large RP Scenes

Conducting any events or large RP scenes, including car races, large checkpoints, motorcades, mass road blockades, and similar actions, is prohibited without prior permission from the staff on duty.

​

A-4 — Handcuffing Roleplay

Before putting handcuffs on someone, you must roleplay it.

​

A-5 — Civilian Work

You may engage in any civilian work if it is realistic, appropriate, and does not violate other server rules (such as Non RP or Roblox Community Standards). If buildings, vehicles, or other property of an active business are used for such activity, it must be carried out in compliance with the rules of that business.

​

A-6 — Applicable Laws

The real laws of the Russian Federation apply in RP. It is prohibited to ignore them or to claim in-game that they do not work.

​

A-7 — OOC Provocation

It is prohibited to succumb to OOC provocations and to justify server rule violations with IC reasons. If players succumb to a provocation and violate the rules (engage in a shootout, NRP, OOC insults, etc.), the situation is not rolled back, and both sides receive punishment.

​

A-8 — Evading Punishment

It is prohibited to evade punishment by any means — for example, leaving the server, not logging in, or voluntarily leaving a voice Mod Scene if the moderator has not yet dismissed you, as well as taking other actions to avoid responsibility.

​

A-9 — 10-Minute Wanted Rule

If a character is put on a wanted list, the player is not allowed to remove the wanted status within 10 minutes, leave the game or rejoin the server, and must continue roleplaying according to the situation. Attempting to bypass the rule (resetting the wanted status, changing character, etc.) is considered a violation and is punished at the discretion of moderation.

A-10 — Discord Scene and Nickname

Every player must be in a Discord scene while playing. The Discord nickname must match the in-game name. Using voice-changing software (except for special roles, e.g., characters with a unique role) or ignoring calls in the voice channel is equivalent to Non RP.

​

A-11 — Deploying Spikes and Stop Sticks

It is prohibited to deploy spikes or stop sticks at the last moment before an approaching vehicle, as well as under or near a parked car. Within RP scenes, for example during an interception, spikes must be deployed in advance.

​

A-12 — Evading Arrest

It is prohibited to intentionally evade an arrest, a pursuit or detention (including while handcuffed) by leaving the game, rejoining the server or respawning.

​

B-1 — Impersonating Other Members

Impersonating any faction or department employees, including staff and other server teams you do not belong to, is prohibited. This includes unauthorized use of restricted service vehicles, displaying ranks or positions you do not hold in your display name, wearing uniforms you do not have access to, and copying departmental callsigns (e.g. XX-000).

B-2 — Neutral Callsigns and Uniform

If you play as a faction that does not require joining and you are not part of its official roster, you must use exclusively neutral callsigns of strictly 4 digits with no letters or prefixes (e.g. 4832), and remain in the basic uniform and in standard service vehicles.

​

B-3 — Uniform Matching the Vehicle

Uniform must match the vehicle you are driving (e.g., patrol uniform on a patrol vehicle).

​

B-4 — Faction Vehicles

Faction leadership independently and within reasonable limits determines which transport and in what situations to use. All rules and restrictions must be published in the faction server public channels, and players are required to read and follow them.

​

B-5 — Unofficial DPS Officer Regulations

• B-5.1 — An unofficial DPS officer is equivalent to the rank of Private in the hierarchy. They must unconditionally comply with the internal charter and obey the leadership not only of DPS but of the entire MVD.
  Punishment: Demorgan for 10 minutes.
• B-5.2 — Unofficial DPS employees are strictly prohibited from exceeding their legal authority. Any actions going beyond the established MVD regulations and legislation are punished according to server rules.
  Punishment: Demorgan for 15 minutes.
• B-5.3 — To perform their duties, unofficial DPS employees are allowed to use only weapons from the pistol category. The exception is the Model 29, the use of which is prohibited.
  Punishment: Demorgan for 10 minutes.
• B-5.4 — It is prohibited to play as an unofficial DPS employee if you are a member of any other governmental or criminal faction.
  Exception: This restriction does not apply to employees of EMERCOM, Ministry of Health, DepTrans, Investigative Committee, Prosecutor’s Office, and Court.
  Special conditions for exceptions: When playing as an unofficial DPS employee, representatives of the above factions are strictly prohibited from:

  1. Using their official powers and rights obtained in their primary faction (functionality, special equipment, etc.).
  2. Leaking any official information from their primary faction for unofficial activities or to third parties.
  Note: The rule remains in effect for DPS employees themselves — you cannot be both an official and unofficial employee of the same structure. This does not apply to other unofficial factions.
  Punishment: Warning.

B-6 — Ranks and Titles in Nicknames

Displaying a rank or position in your display name is prohibited unless you are playing for the corresponding faction. Only allowed when in the faction and actively playing for it.

​

B-7 — “Radio” Voice Channels

The “Radio” voice channels are intended only for faction staff on duty and are a strict IC zone. Hierarchy and a professional tone must be observed; any shouting or unnecessary chatter is prohibited. The dispatcher (if present) has priority mode status, so everyone must remain silent while they speak.

​

B-8 — Acting as a Lawyer

In the absence of active official lawyers, the right to temporarily act as one may be granted to any other player exclusively with direct approval from the server staff.

​

B-9 — Roleplaying Lower Ranks

Senior faction members have the right to roleplay as lower-ranking officers within the context of creating game situations.

​

B-10 — Inactive Organizations and Factions

It is prohibited to participate in RP on behalf of organizations or factions that are currently inactive (even if the corresponding liveries exist for them).

​

B-11 — Player Balance of Civilian Operations Structures

Civilian Operations structures are prohibited from disrupting the player balance during a gameplay session.

​

C-1 — Criminal Actions in Green Zones

Criminal actions are prohibited in the green zones indicated on the map below. In red zones, committing criminal actions is allowed at any time.

C-2 — Kidnapping

Kidnappings are allowed exclusively for official OPGs for justified RP situations with a limit of once per 45 minutes for the entire OPG.

​

C-3 — Peace Timer

During PT no intentional criminal actions are allowed, including chases, shootouts, robberies, kidnappings, etc.

​

C-4 — Unauthorized Criminal Groups

Committing any criminal actions or displaying criminal behavior as a group of three or more is allowed exclusively for official OPGs. Joint actions and coordination between different groups during active situations are strictly prohibited.

​

C-5 — Bank Robberies

Bank robberies are allowed exclusively for official OPGs with at least two players participating and a mandatory break of at least 10 minutes between attempts. All actions must be conducted strictly in roleplay format in the “game-chat” channel — without instantly escaping and with proper roleplay (e.g., interaction with hostages, guards, police, etc.). Roleplay in “RP scenes” is not permitted. After the robbery, a 10-minute wanted period applies under rule A-9.

• Everyone on the floor, this is a robbery! Hands behind your head!
• *aimed the barrel at the manager and made him step away from the vault*
• *took a charge of explosives out of the backpack and attached it to the vault door*
• *set up the detonator, stepped back to a safe distance and detonated it*
• *the vault door was blown off by the explosion, entered inside and dropped the bag on the floor — the bag is on the floor*
• *quickly sweeps the bundles of cash off the shelves into the bag*
• *the bag is completely stuffed with money*
• *zipped up the bag and slung it over the shoulder*
• *signalled his accomplices and headed for the exit*

C-6 — Register, ATM and Store Robberies

Any players, including members of OPGs, may rob cash registers, ATMs, jewelry stores, as well as steal vehicles. All actions must be conducted strictly in roleplay format in the “game-chat” channel — roleplay in “RP scenes” is not permitted. When robbing a jewelry store, a 10-minute wanted period applies under rule A-9.

C-7 — Hostage Scenes

Only members of official OPGs can participate in hostage-taking scenes. At least two captors must be actively involved in each such scene.

​

C-8 — High Rock Park

It is prohibited to intentionally drive into High Rock Park in order to escape the police. A pursuit may start inside the park, but the offender must leave it immediately.

​

C-9 — Water Transport and Spawning Boats

It is prohibited to intentionally spawn a boat during a pursuit in order to escape the police. Escaping by water is allowed only if the boat was spawned in advance before the pursuit began, or if the pursuit itself started on the water.

​

C-10 — Complete Elimination of the OCG

If all active members of an official organized crime group were eliminated or arrested simultaneously, that organized crime group temporarily suspends its activity and is not allowed to roleplay for that organization for 1 hour from the time of the incident.

​

C-11 — Returning to the OCG Base

It is prohibited to return to the organized crime group base during an active chase or shootout to hide from pursuit or receive support from your organization members.

​

D-1 — Realistic Vehicle Control

Vehicle operation must be realistic, and vehicle behavior and driving style must match road conditions and terrain. In mountainous areas and on difficult mountain dirt roads, it is prohibited to use sports cars, supercars and passenger cars (sedans, coupes, hatchbacks) — movement there is permitted only on SUVs, pickups and heavy special equipment (fire trucks, armored vehicles, trucks). Any vehicles are permitted on paved sections in the mountains, as well as on flat dirt roads (farm accesses, gentle cut-throughs).

D-2 — Horns and Sirens

It is prohibited to honk without necessity, as well as to use the siren for more than 5–10 seconds without reason.

​

D-3 — Bank Trucks

Only bank employees may use bank trucks.

​

D-4 — Lawn Mowers

Lawnmowers may only travel on grass and sidewalks. They must cross roadways exclusively at pedestrian crossings. Movement between zones must be carried out by transporting on a trailer.

​

D-5 — Information on Restricted Vehicles

Information about prohibited vehicles and vehicles with usage restrictions can be found in the 📂┃information channel on each of our game servers.

​

D-6 — Quads and Buggies

ATVs and buggies may only be used within High Rock Park. During races, their use on closed road sections is permitted exclusively with the permission of law enforcement or server staff. The delivery of ATVs and buggies to the park, as well as their movement between permitted race locations, must be carried out on a trailer. The use of ATVs and buggies outside the park is prohibited.

D-7 — Restriction After Towing

It is prohibited to take or spawn a vehicle within 10 minutes after the vehicle has been towed, including from the impound lot, in order to bypass the consequences of the tow. Any attempts to «reset» the tow by resetting or respawning the vehicle, selecting the car again, reconnecting to the server, or using any other methods are considered a violation.

D-8 — Forklifts

Forklifts are strictly prohibited from driving independently on public roads and city streets. Transportation of forklifts to the work site must be carried out exclusively on a tow truck or trailer. Operation is permitted only within the forklift work zones.

​

D-9 — Standard ER:LC Liveries

It is prohibited to use standard ER:LC liveries (RCPD, LCSO, RCF&R, LCDOT) on any vehicles. On the server, only liveries provided by the server must be used. Use of a standard livery may result in a penalty.

​

D-10 — Staff Liveries

Liveries with the «Staff» inscription may only be used by the server staff.

​

E-1 — Attacking in a Moderator Scene

Shooting, punching, knifing, etc. in a moderator scene, at staff, players, or any vehicle is prohibited.

​

E-2 — Time Before Respawn

Upon severe injury or death (when the respawn banner appears), respawning immediately is prohibited. If there are medics on the server, call an ambulance and wait 5 minutes; if there are none — wait 2 minutes without calling, after which respawning is allowed. Your Discord microphone must remain muted for the whole time — any conversations, groans, or passing information about the death and coordinates over voice are considered Metagaming and a violation of NLR.

E-3 — Prohibited Weapons

It is prohibited to use the weapons «Remington MSR», «Remington 700», «Remington 870», «PPSH-41», «M249» and «AK-47».

​

E-4 — Weapons of Specialized Units

«Orsis T 5000», «M4A1», «SPAS-12» and «G36C» may only be used by specialized units of factions. The decision to issue the weapon is made by the faction leadership, and assigning it to regular departments is prohibited.

​

E-5 — Jumping While Shooting

Jumping while shooting is prohibited.

​

E-6 — Weapon Draw Roleplay

Every player is required to roleplay picking up a weapon strictly before the shooting starts, specifying the exact type/name of the weapon and the fact that it has been readied (phrases such as “took the weapon” are prohibited). The roleplay is allowed in the Discord “game-chat” text channel or in the voice channel (provided there is a clear video recording of your voice).

E-7 — Restrictions for SK, Prosecutor’s Office and Court

SK, Prosecutor’s Office and Court employees are prohibited from carrying or using any weapons, special equipment (handcuffs, batons, stun guns, shields, etc.), as well as open combat gear. Only concealed body armor is permitted.

​

E-8 — Ramming Water Transport

It is prohibited to intentionally ram other players’ boats and watercraft while driving or during a water pursuit.

​

F-1 — Roblox Community Standards

All in-game actions must comply with the Roblox Community Standards. This includes the ban on racism, 18+ roleplay, suicide and drug-related roleplay.

Main Provisions of Roblox Community Standards

Roblox Community Standards apply only inside Roblox. For RP on the server and conversations in Discord, the project’s own rules apply — Server Rules and Discord Rules.

• Insults and bullying: profanity, bullying, toxic behaviour and humiliation of other players are prohibited.
• 18+ and NSFW: any intimate, sexual or obscene content and any hints of it are strictly prohibited.
• Discrimination: zero tolerance for racism, Nazism, inciting interethnic discord, and political or religious disputes.
• Fraud and hacking: any attempts at scamming, phishing or hacking other accounts are prohibited.
• Cheats and third-party software: the use of any cheats, exploits, scripts and third-party software is prohibited.
  Punishment: Ban until appeal.
• Prohibited substances and violence: promoting drugs, alcohol, suicide or real-world violence is prohibited.
• Advertising and spam: spam, flooding and any unauthorised advertising of other projects are prohibited.

F-2 — AFK

Being AFK for more than 5 minutes may result in a kick. Moderation is not required to formalize this kick.

​

F-3 — Avatar and Non-RP Items

Using unrealistic avatar elements is prohibited: unrealistic pets, wings, swords, particle effects, unnatural skin tones and non-standard animations. The body format must be strictly the classic square R15 (no rounded parts), and the entire appearance and accessories must fully match the RP style.

​

F-4 — Joining the Server After a Kick

After a kick, joining the server is prohibited for 1 hour.

​

F-5 — Roleplaying Minors

It is prohibited to roleplay characters under 18 years of age.

​

F-6 — Setting Up Camp

Setting up camp outside of a park or near a lake is prohibited.

​

F-7 — Alt Accounts

Creating and using additional accounts in order to evade issued punishments is prohibited.

​

F-8 — Rewinding Roleplay Actions

A situation may only be rewound with the consent of all of its participants in the in-game chat or during the roleplay scene. Frequently rewinding deliberately performed actions, as well as rewinding when at least one participant disagrees, is prohibited.

• F-8.1 — In the event of a traffic accident or a collision during a pursuit, players must roleplay the consequences of the crash. Ignoring the roleplay is prohibited (in a pursuit, both participants are punished for mutual ignoring). A traffic accident rewind is governed by the following conditions:
  • In case of an accidental collision with an environmental object (a pillar, a wall, a fence), it is enough to write ”.// rewind” in the in-game chat or to voice the rewind during the roleplay scene.
  • In case of a traffic accident with other players, the rewind is allowed only with the consent of all participants in the situation.
  • If three or more people are involved in the pursuit and a collision occurs, the rewind is strictly prohibited — all parties must roleplay the consequences.
  Punishment: Demorgan for 30 minutes. For a solo traffic accident with an environmental object without a rewind — a note in the punishment history.
• F-8.2 — After the start of an official criminal investigation into a specific incident, rewinding the situation unilaterally or by agreement of the parties is prohibited.
  Exception: Direct approval from the server management or the faction curator.
  Punishment: Demorgan for 30 minutes and termination of the criminal case.

F-9 — Prohibited Use of In-Game Items and Administrative Props

It is prohibited to use in-game items (graffiti, police tape, cones, barriers) and administrative props to block roads, doors, NPCs or to create any interference for players, staff and RP scenes.

​

G-1 — Sound Effects in RP Scenes

Soundpad, the built-in Discord Soundboard and similar programs are allowed exclusively for RP situations in RP scene channels. Each sound effect in Soundpad must last no more than 10 seconds and the volume must not exceed 75 dB. The sound must match the current scene and must not interfere with the dialogue of other players. Any attempts to bypass the duration limit by stitching, repeating or overlapping several sounds are prohibited.

G-2 — Boombox

The boombox is allowed in any gameplay moment, as long as the tracks and sounds do not violate the Roblox Community Standards. If the boombox interferes with important conversations in a Discord scene, the player must turn it off or lower the volume at the first request from the participants or staff.

​

G-3 — RP Scene Channel Regulations

RP scene channels are a strict IC zone and are intended exclusively for roleplay. Talking over each other, unrelated conversations and any disputes between players are prohibited inside the channels. Roleplay conflicts between characters are allowed as long as they do not turn personal.

​

G-4 — OOC Pause

Any scene participant can announce a brief OOC pause with the phrase “One moment OOC” or “OOC pause” when a technical glitch or a gross violation of the rules occurs. Abusing pauses to stall for time, to escape RP or to think over your actions is prohibited.

​

G-5 — Long Monologues and PowerGaming

It is prohibited to deliver long monologues forcing action without giving the opponent a chance to physically interject in the Discord scene. You must make pauses, giving the other side the opportunity to roleplay resistance or reaction. A monologue delivered without pauses is equated with PG.

​

G-6 — Inappropriate Actions in Scenes

It is prohibited to impose RP situations of a sexual nature on players, torture with detailed sound descriptions, or any immoral actions that cause real discomfort to participants.

​

G-7 — Entering RP Scene Discord Channels

It is prohibited to join the Discord channel of an RP scene if you are not a participant in it or you are not on the game server, including for clarifications or to listen in on what is happening. Deliberate interference with the scene, creating distractions, as well as unjustified pings to players or faction employees aimed at provoking or creating conflict are prohibited.

H-1 — Leaving a Moderator Scene

It is prohibited to intentionally avoid participating in a mod scene, interrupt it or evade staff punishment by leaving the server, rejoining, respawning, or taking any similar actions.

​

H-2 — Cooperation with Staff

Players must comply with the direct requirements of on-duty staff (remove a vehicle, stop interfering, etc.), as well as assist investigations: join the moderator scene voice channel, answer questions and, at the first request, provide evidence (video recording, photo) or show a rewind via screen sharing.

​

H-3 — Disruption of Staff Work

It is prohibited to interfere with investigations, talk over staff, behave inappropriately or show aggression in the moderator scene channel.

​

H-4 — Staff Vehicles

It is prohibited to tow, ram or steal staff service vehicles. These cars are an administrative tool and are excluded from the RP process.

​

H-5 — Report Submission Regulations

Reports are only reviewed if full video evidence is provided, showing the context of the situation and the moment of the violation. Recordings with cropped context, as well as incidents older than two days (72 hours), are not accepted for review.

​

H-6 — Using the !mod Command

It is prohibited to spam staff call commands both in-game and in Discord, to create meaningless requests, and to request a weather change, granting or removing a wanted status, and teleportation without a reason through a report. Calls for healing, respawn or refresh are only allowed in cases of technical bugs or when the current RP situation requires it.

​

H-7 — Stopping on Request of Staff

If a staff service vehicle with its emergency signals on (beacons, siren) is following you, you must slow down immediately, pull over to the roadside and turn off the engine.

​

H-8 — Deception and Falsification

It is prohibited to deliberately mislead staff or players by submitting false reports, forging evidence, distorting the facts of the situation, or deceiving in order to gain advantages in the economy, businesses, events, roles, and so on.
