Server Rules

A. RP Rules

  • A-1 — The project has a separate section — RP Terms, containing standard roleplay violations and their abbreviations (e.g., RDM, VDM, LTAP, etc.), which are used throughout the roleplay sphere. Many of these terms may also be described in detail in the server rules. A moderator has the right to reference them when issuing a penalty.
    • A-1.1Important: Due to the absence of text chat or its partial absence, transmitting information about a player’s death (NLR) or location to a Discord voice channel is considered Metagaming.
  • A-2 — You are prohibited from participating in roleplay scenes in which you were not originally involved. You cannot “involve” yourself in roleplay from the outside, including through pre-arranged or fake scenes, and claiming that you were “working” with someone is not an acceptable excuse.
    • A-2.1 — This rule also covers intentionally joining a Discord scene (voice channel) where an active RP situation is already taking place, in order to ask something, clarify, or simply observe by voice. If you are not a participant in the scene, your entry and any questions in that channel are considered interference with the RP process. All questions must be asked strictly after the scene ends or in text OOC channels.
  • A-3 — Conducting any events or large organized RP scenes — including border raids, car races, checkpoints, motorcades, mass road blockades, and similar actions — is prohibited without prior permission from the on-duty staff.
  • A-4 — Before putting handcuffs on someone, you must roleplay it.
    • Note: Since text chat is unavailable or not accessible to all players, roleplay is done by voice in the Discord scene or in the “game-chat” channel.
    • Example: “I take the handcuffs out of the pouch and secure your hands behind your back.”
      Performing an action without roleplay in the scene/channel is considered Non RP.
  • A-5 — It is prohibited to participate in roleplay on behalf of non-existent organizations or factions (e.g., Rosgvardia or any other factions not present on the server, even if they have their own liveries).
  • A-6 — You may perform any civilian job if it is fully realistic, appropriate, and does not violate other server rules. Interaction with players is conducted through the corresponding voice channels.
  • A-7 — The real laws of the Russian Federation apply on the server:

  • A-8 — If a violation occurred due to someone’s provocation, the violation will not count, and the person who provoked it will be punished.
  • A-9 — It is prohibited to evade punishment by any means — for example, leaving the server, not logging in, or voluntarily leaving a voice Mod Scene if the moderator has not yet dismissed you, as well as taking other actions to avoid responsibility.
  • A-1010-Minute Wanted Rule
    • If a character is put on a wanted list, the player has the right to remove the wanted status within 10 minutes, as well as leave the game or rejoin the server.
    • During this period, the player must continue roleplaying according to the situation.
    • Attempting to bypass the rule (removing wanted status, changing character, etc.) is considered a violation and is punished at the discretion of moderation.
  • A-11 — Every player must be in a Discord scene while playing. The Discord nickname must match the in-game name. Using voice-changing software (except for special roles, e.g., characters with a unique role) or ignoring calls in the voice channel is equivalent to Non RP.

B. Factions

  • B-1 — Using a standard livery (RCPD, LCSO, RCF&R, LCDOT) on any vehicle will result in a penalty. Server liveries must always be used.
  • B-2 — Liveries with “Staff” labels may only be used by server staff.
  • B-3 — It is prohibited to abuse service or auxiliary items, such as cones, signal flares, police tape, and other similar objects.
  • B-4 — It is prohibited to deploy spikes or stop sticks directly in front of suspects, near their vehicles, or under parked cars. Spike deployment must be prepared in advance.
  • B-5 — It is prohibited to impersonate department heads or officers.
    • B-5.1 — This includes using restricted-access service vehicles, displaying ranks or positions in your display name, using service call signs (e.g., DP-000), and other actions that create a false impression of faction affiliation.
    • B-5.2 — Unofficial employees are only allowed to use neutral call signs — consisting of 4 digits (e.g., 4832), without prefixes or letter designations.
  • B-6 — Factions/divisions without a rank cannot use any letters in their call signs and must be in a clearly designated service vehicle and in the uniform provided by the server.
  • B-7 — Uniform must match the vehicle you are driving (e.g., patrol uniform on a patrol vehicle).
  • B-8 — Fire trucks, tankers, and ladder trucks cannot be used for patrolling. Patrolling is only allowed on command service vehicles and division auxiliary vehicles.
  • B-9 — Patrolling is allowed on all Department of Transport vehicles except flatbed tow trucks, heavy tow trucks, and cone trucks. Snowplows may only patrol when there is snow or ice on the map.
  • B-10 — FSB and MVD are prohibited from using the SWAT Truck for regular patrolling. Use of special equipment is only permitted when there is a confirmed threat, such as a hostage situation or armed resistance.
  • B-11 — Unofficial DPS Officer Regulations.
    • B-11.1 — An unofficial DPS officer is equivalent to the rank of Private in the hierarchy. They must unconditionally comply with the internal charter and obey the leadership not only of DPS but of the entire MVD.
    • B-11.2 — Unofficial employees are strictly prohibited from exceeding their legal authority. Any actions going beyond the established MVD regulations and legislation are punished according to server rules.
    • B-11.3 — To perform their duties, unofficial employees are allowed to use exclusively the following arsenal (from items that can deal damage; other items are also permitted):
      • Pepper spray.
      • Rubber baton.
      • Glock 17 pistol.
    • B-11.4 — It is prohibited to play as an unofficial MVD (DPS) employee if you are a member of any other governmental or criminal faction.
      • Exception: This restriction does not apply to employees of EMERCOM, Ministry of Health, DepTrans, Investigative Committee, Prosecutor’s Office, and Court.
      • Special conditions for exceptions: When playing as an unofficial MVD employee, representatives of the above factions are strictly prohibited from:
        1. Using their official powers and rights obtained in their primary faction (functionality, special equipment, etc.).
        2. Leaking any official information from their primary faction for unofficial activities or to third parties.
      • Note: The rule remains in effect for MVD employees themselves — you cannot be both an official and unofficial employee of the same structure. This does not apply to other unofficial factions.
  • B-12 — Use of the police helicopter is allowed only upon request and approval in Discord leadership channels or with moderation approval. Without official permission, helicopter use is prohibited.
  • B-13 — Displaying a rank or position in your display name is prohibited unless you are playing for the corresponding faction. Only allowed when in the faction and actively playing for it.
  • B-14 — Use of radios in the Discord “Moscow City Emergency Services.” Use of radio communication channels (special voice Discord scenes “Radio”) is only allowed for employees of the corresponding factions (MVD, EMERCOM, etc.).
  • B-15 — In the absence of active official lawyers, the right to temporarily act as one may be granted to any other player exclusively with direct approval from the server staff.
  • B-16 — Senior faction members have the right to roleplay as lower-ranking officers within the context of creating game situations.
    • For example: A Lieutenant General roleplays as a Sergeant to go on patrol, because Generals typically do not go on patrol.

C. Criminal Activity

  • C-1 — Criminal actions cannot be committed in the parking lot or inside buildings of any law enforcement agencies, at EMERCOM stations, or at the Department of Transport.

  • C-2 — It is prohibited to provoke law enforcement with reckless actions, such as traffic violations (e.g., running a STOP sign), reckless driving, false 112 calls, and other similar actions.
    • C-2.1 — Provocations and harassment also include intentionally entering RP scenes or service Discord channels to interfere with work, as well as unjustified mentions (pings) of players or faction employees in text and voice channels to create conflict outside of an RP situation.
    • C-2.2Example: If a player enters a voice channel where an arrest is taking place and interferes with the conversation without being a participant in the scene — this is considered a violation of this rule.
  • C-3 — It is prohibited to kidnap players without their consent, including faction employees (police, firefighters, rescuers, department of transport, etc.).
    • C-3.1 — Any kidnapping must occur by mutual consent of the parties, have a justified purpose, and be conducted within an RP situation.
    • C-3.2 — Random or meaningless kidnappings are not allowed; only planned actions are permitted — for example, robberies or storyline events with prior agreement among participants.
  • C-4 — During PT (Peace Timer), no intentional criminal actions are allowed, including chases, shootouts, robberies, kidnappings, etc.
  • C-5 — Groups of three or more people committing any illegal actions or displaying criminal behavior are considered unauthorized criminal groups and violate project rules.
    • C-5.1 — Only officially registered criminal organizations (operating within Civil Operations) have the right to commit criminal actions as a group of three or more participants.
    • C-5.2 — The maximum number of active members of one official organized crime group within a single game session directly depends on the total server online count. At the same time, only one operational group from one official organization may be present per session.

    • C-5.3 — Joint actions or coordination between different groups, even within the same organized crime group, are prohibited during active situations.
      • The behavior and activity of criminal groups are under constant staff supervision.
  • C-6 — Bank robberies are only allowed for official criminal organizations with at least 2 players participating.
    • C-6.1 — There must be at least a 10-minute break between bank robberies.
    • C-6.2 — Jewelry store robberies can be conducted without belonging to an official organized crime group, but also require at least 2 participants and a 10-minute break between attempts.
    • C-6.3 — All robberies must be conducted in roleplay format — no instant escapes and with proper roleplay (e.g., interaction with hostages, guards, police, etc.).
  • C-7 — Any players, including members of official criminal groups, can rob cash registers, ATMs, and jewelry stores.
    • C-7.1 — All actions, including preparation and the robbery itself, must be fully roleplayed in “game-chat” — roleplay in RP scenes is not allowed.
    • C-7.2 — Jewelry store robberies require heightened attention to roleplay realism.
    • C-7.3 — Video recording of the robbery process is mandatory.
    • C-7.4 — Do not forget rule A-10 — after a robbery, a 10-minute wanted period applies.

  • C-8 — Only members of official criminal groups can participate in hostage-taking scenes. At least two captors must be actively involved in each such scene.
  • C-9 — High Rock Park cannot be used specifically to escape from law enforcement. Pursuit may begin in the park but cannot end/continue in the park after it has started.
  • C-10 — If all 4 active members of an official organized crime group were eliminated or arrested simultaneously, that organized crime group temporarily suspends its activity and is not allowed to roleplay for that organization for 1 hour from the time of the incident.
    • C-10.1 — The organized crime group itself is not removed from the Civil Operations server — after 1 hour, participants may resume roleplaying with at least one active member.
    • C-10.2Note: “Active participants” refers to players currently in the organized crime group and participating in roleplay.
  • C-11 — It is prohibited to return to the organized crime group base during an active chase or shootout to hide from pursuit or receive support from your organization members (based on rule A-2).

D. Vehicles

  • D-1 — Vehicle driving must be fully realistic, both in terms of vehicle behavior and overall driving style.
    • D-1.1 — It is prohibited to use sports cars in mountainous terrain, drive to the edges of the map (mountains, except for High Rock Park territory) on any type of vehicle, or drive off-road vehicles at excessive speeds.
    • D-1.2 — All emergency rescue service employees must strictly follow traffic rules and prioritize safety during search and rescue operations.
  • D-2 — Only off-road vehicles and pickups (excluding ATVs and buggies) can travel in mountainous terrain.
  • D-3 — It is prohibited to honk/use sirens excessively or without a visible purpose for more than 5-10 seconds.
  • D-4 — Bank trucks — only bank employees may use bank trucks.
  • D-5 — Food trucks — no more than 2 food trucks may operate simultaneously.
  • D-6 — Lawnmowers may only travel on grass and sidewalks. They must cross roadways exclusively at pedestrian crossings.
  • D-7 — Agricultural vehicles, such as tractors, cannot travel on public roads at speeds exceeding 25 miles per hour without an escort.
  • D-8 — Information about prohibited and limited vehicles can be found in the 📂┃ERLC-Information section.
  • D-9 — ATVs and buggies are only allowed for use within High Rock Park. During competitions, they may be on closed road sections exclusively with law enforcement permission. Transportation between permitted event zones/to the park must be done via trailer transport. Any use of ATVs and buggies outside the park territory is prohibited.
  • D-10 — It is prohibited to take or spawn a vehicle within 10 minutes of its towing (including to an impound lot) to bypass the consequences of towing. Any attempts to “reset” towing by resetting or respawning the vehicle, reselecting the car, reconnecting to the server, or using other methods are considered a violation.

E. Dealing Damage

  • E-1 — Shooting, punching, knifing, etc. in a moderator scene, at staff, or at any service vehicle, results in a kick.
  • E-2 — Allow processing of the “Call EMS” request before respawning; wait 2 minutes if rescue services are not on the server.
  • E-3 — For civilians and organized crime groups: the weapons “Remington MSR”, “Remington 700”, “Remington 870”, “PPSH-41”, “M249”, and “AK47” are prohibited.
  • E-4 — Model 29 is prohibited for use.
  • E-5 — Orsis T 5000, M4A1, SPAS-12, and G36C may only be used by tactical units of divisions.
  • E-6 — Jumping while shooting is prohibited.
  • E-7 — Every player, regardless of their role, must roleplay taking any weapon into their hands, whether it is a pistol, rifle, or shotgun.
    • Roleplay is allowed in the “game-chat” of the emergency services Discord channel or in the voice channel you are in (even if you are alone in it).
    • When using a voice channel, a video recording where your words are CLEARLY and loudly audible is mandatory.
    • Roleplay must be spoken strictly before shooting begins and must mention the specific type or name of the weapon, as well as the fact of bringing it into combat position (simply “took out a weapon” is not enough).
    • Important clarification: roleplay is only required when taking a weapon into your hands; when putting it away, roleplaying the action is not mandatory.
  • E-8 — Employees of the Investigative Committee and the Prosecutor’s Office of Russia are prohibited from carrying and using any firearms, as well as using special equipment: handcuffs, rubber batons, rubber shotguns, tasers, assault shields, and battering rams. Use of individual body armor (bulletproof vests) of concealed carry only is permitted. Open carrying of combat gear and tactical equipment is strictly prohibited.
    • Exception for carrying firearms: an introduced KTO (Counter-Terrorist Operation) regime.

F. Other

  • F-1 — All in-game actions must comply with the Roblox TOS, otherwise a kick/ban will follow. This includes a ban on racism, 18+ roleplay, suicide, and drug roleplay.
  • F-2 — Being AFK for more than 5 minutes may result in a kick. Moderation is not required to formalize this kick.
  • F-3 — It is prohibited to use unrealistic avatar elements, such as shoulder pets, wings, swords, non-standard animations, unnatural skin tones, particles, and other accessories that do not fit the realistic style. The avatar body format must be strictly the classic square R15 (no rounded parts). The use of any non-RP items is also prohibited — appearance and accessories must fully comply with realism principles.
  • F-4 — Violations that result in a warning allow the player to continue playing immediately. In case of a violation resulting in a kick, the player must wait 1 hour before re-entering the server. Attempting to bypass this rule and entering the game before the specified time will result in a temporary account ban.
  • F-5 — It is prohibited to roleplay as children or persons under 18 years of age.
  • F-6 — Setting up camp outside of a park or near a lake is prohibited.
  • F-7 — Ban for multi-accounting if created to evade punishments.
  • F-8 — Any business structure or Civil Operations structure during a single game session must maintain a player count balance. Exceeding this balance is considered a rule violation.
  • F-9 — Frequent rollback of intentionally performed roleplay actions, as well as rollback without the consent of other participants in the situation, is prohibited.
    • F-9.1 — Situation rollback is only allowed with the consent of all participants in the RP scene or game chat. If at least one participant does not consent — rollback is prohibited. Exception: staff decision.
    • F-9.2 — In case of a car accident or chase, failure to roleplay the accident without a rollback is considered a violation.
    • F-9.3 — If three or more people are involved in a chase and a collision occurs, rollback is prohibited — all parties must roleplay the consequences.
    • F-9.4 — If two players are in a chase and both continue moving after an accident, both are punished, regardless of who caused the collision.
    • F-9.5 — An accidental car accident can be rolled back according to general rules — only with the consent of all participants.
    • F-9.6 — If a car accident was caused by one player (e.g., hitting a pole or colliding with a wall), they must write or say the message ”.// rollback” in “game-chat” or the RP scene.
    • F-9.7 — After the start of official criminal proceedings against a player regarding a specific incident, “rollback” of this situation (annulling its consequences and progress) unilaterally or by mutual consent is prohibited.
      • Exception: Rollback is possible exclusively with direct approval from Server Management (or Faction Curator/Chief Curator).
  • F-10 — It is prohibited to use items, objects, or decorations (props) to block or restrict access for players or staff to territories, doors, exits, roads, NPCs, and other important areas. Such actions are considered interference with gameplay, violate RP scene logic, may give an unfair advantage, and/or hinder staff work and game task completion.

G. Voice Chats

  • G-1 — Soundpad, built-in Discord Soundboard, and similar programs are allowed exclusively for RP situations in RP scene channels (e.g., siren sounds, radio sounds, door opening sounds, working tool sounds).
    • G-1.1 — Each sound effect — no more than 10 seconds, volume — no higher than 75 dB (or 75% in Discord Soundboard), so as not to drown out participants’ voices.
    • G-1.2 — Sound must match the current scene and not interfere with other players’ dialogues.
    • G-1.3 — Music (outside of a boombox), memes, trolling, profanity, loud background noises, animal cries, etc. are prohibited.
    • G-1.4 — Any attempts to extend sound (combining multiple sounds, repeating the same effect in a row, layering) are prohibited. One effect — one pause. Any “tricks” are considered a violation and punished as interference with the RP process.
  • G-2 — Using a boombox is allowed in any game moment if it does not violate Roblox TOS.
    • G-2.1 — Use of any sounds and tracks that contradict Roblox rules is prohibited.
    • G-2.2 — If a boombox in-game interferes with important communications in a Discord scene, you must turn it off or lower the volume upon first request from participants or staff.
    • G-2.3 — Full responsibility for TOS compliance lies with the player.
  • G-3 — Violation of this rule is equivalent to interfering with the RP process and may result in removal from the channel or disciplinary action.
    • G-3.1 — Presence in RP scene and radio voice channels is only allowed for players who are currently in the game on the server.
    • G-3.2 — Any insult to a player (not a character!), touching on their nationality, appearance, or speech defects in a Discord scene is equivalent to harassment. RP character conflicts must not turn into personal player conflicts.
    • G-3.3Radio Channels
      • G-3.3.1 — These channels are IC (In Character) zones.
      • G-3.3.2 — Observe hierarchy and professional tone. No shouting or unnecessary chatter.
      • G-3.3.3 — The dispatcher (if present) has priority mode status. When they speak — everyone is silent.
    • G-3.4RP Scene Channels
      • G-3.4.1 — Use of OOC information (out-of-character messages) is only allowed with a prior warning — for example, with the note “OOC information” or “Non-RP information.” Without a warning, the channel is strictly IC and used exclusively for roleplay. Any out-of-game conversations, off-topic discussions, technical discussions, and OOC conflicts between players are prohibited.
      • G-3.4.2 — IC conflicts occurring within the roleplay process are allowed.
      • G-3.4.3 — Respect other scene participants. Do not talk over each other, let your opponent finish speaking.
    • G-3.5Mod Scene Channels
      • G-3.5.1 — Only matters related to the given scene may be discussed. Any unrelated information is prohibited.
      • G-3.5.2 — When a staff member speaks — all participants are silent.
      • G-3.5.3 — Speak only when given the floor. Interrupting staff during proceedings is punishable by mute.
      • G-3.5.4 — Be ready to enable screen sharing/send a recording link (the best option) upon staff request.
      • G-3.5.5 — Any insults, personal attacks, or aggression will result in harsher punishment.
  • G-4 — If your character is in a “critical injury” state or killed, you must press the Mute button in Discord. You are prohibited from groaning, giving information, or commenting on enemy actions by voice until you appear at the hospital (respawn).
    • G-4.1 — It is allowed to speak OOC information regarding the severity of injury, location of injury, etc.
  • G-5 — Any scene participant can initiate a brief OOC pause with the phrase “One moment out of RP” if there is a technical glitch or suspicion of a severe rule violation. Abuse of pauses to stall for time or think of a response is prohibited.
  • G-6 — It is prohibited to deliver long monologues forcing action without giving the opponent a chance to physically interject in the Discord scene.
    Example: “I tied you up-gagged you-took you away-killed you” said in 2 seconds without pauses is PG. You must make pauses, giving the other side the opportunity to roleplay resistance or reaction.
  • G-7 — It is prohibited to impose RP situations of a sexual nature on players, torture with detailed sound descriptions, or any immoral actions that cause real discomfort to participants.
    • G-7.1 — If a player says in the Discord scene “OOC: I find this unpleasant, please stop,” the other player must stop behaving that way and tone it down.

H. Staff

  • H-1 — It is prohibited to intentionally leave a proceeding (mod scene) by the following methods: leaving the server, resetting or intentionally killing the character, as well as any other actions that can interrupt the scene.
    • H-1.1 — Leaving the voice channel where a situation review is being conducted before official permission from the moderator is equivalent to LTAMS and is punishable by a ban.
  • H-2 — It is prohibited to ignore staff requests or refuse to cooperate if the request has a justified reason and relates to you (for example, you are a participant in the scene, a witness, a suspected violator, or otherwise involved in the situation). In particular, upon staff request, you must provide any video recordings or screenshots related to the proceeding.
    • H-2.1 — Refusing to join a voice channel to explain the situation is also considered refusal to cooperate.
  • H-3 — It is prohibited to intentionally interfere with a mod scene, deceive staff, or hinder their work. In case of inadequate behavior during a proceeding (e.g., insults or talking over), the player may be punished without prior warnings.
  • H-4 — It is prohibited to tow staff vehicles with a tow truck for the Department of Transport. Staff vehicles are an administrative tool and are not intended for interaction in gameplay.
  • H-5 — Complaints submitted without evidence (screenshots, video recordings, logs) or with truncated/incomplete recordings are not considered.
    • H-5.1 — Complaints about violations committed more than two days ago are also not considered.
