Server Rules Update

A-8 — Provocation rules clarified:
- Old version: If a violation occurred due to provocation by someone, the violation will not count, and the one who provoked will be punished.
- New version: It is forbidden to give in to OOC provocations and justify server rule violations with IC reasons. If players gave in to a provocation and violated the rules (engaged in a shootout, NRP, OOC insults, etc.), the situation is not rolled back, and both parties receive punishment.
  Note: Lawful procedural actions by government structure employees (document checks, detentions, searches, etc.) are a full IC process and are not considered OOC provocation.
  
  Important: If a player attempted to provoke a violation but the other side did not give in and filed a complaint — only the provocateur receives punishment.

E-2 — Respawn rules clarified:
- Old version: Allow the “Call EMS” call to be processed before respawning, wait 2 minutes if rescue services are not on the server.
- New version: Upon serious injury or death (when the respawn banner appears), it is forbidden to respawn immediately:
  - If medics are on the server — you must call an ambulance and wait 5 minutes. If medics did not arrive in time, respawn is allowed; if they arrived — continue RP.
  - If there are no medics on the server — wait 2 minutes, after which respawn is allowed.

Faction Rules Update

A-6.3 — Removed point: “It is forbidden to use official functions (databases, wanted lists, calls, special signals, etc.) for personal purposes, trolling or pressuring players.” This norm has been merged into A-7.

B-9 — Multi-faction prohibitions and permissions adjusted:
- Removed from prohibited: Government (IC, Prosecutor’s Office, FSO) and any other faction.
- Changed: OPG and Government (IC, Prosecutor’s Office, FSO) → OPG and Government (IC, Prosecutor’s Office, FSO, Court and others).
- Removed from permitted combinations: FSO and Government (IC, Prosecutor’s Office); FSO and MCHS; FSO and MZ; FSO and Department of Transport; FSO and FSVNG; FSO and MVD.

New ER:LC Staff Regulations

Completely new ER:LC staff regulation documents have been introduced. The following pages have been added:

ER:LC Staff Regulations — detailed regulations on duties, discipline, patrolling, and staff balance.
Curator Rules — norms and responsibilities of faction curators.
Promotion Team Rules — regulations for the PR team and media partners.
Staff Rights — basic employee rights.
Ethical Norms — professional ethics standards.

Staff rules have been completely rewritten: added responsibility for regulation violations, mandatory screen recording on shift, all punishments must be issued through the bot, and reporting for actions outside of shift.
A new discipline system has been introduced: warnings and reprimands up to automatic dismissal, with a mandatory review process for each incident.
Added staff balance norms and mandatory server patrolling depending on the online count.
