Updated Server Rules Section
RP RULES
- A-1 — The project has a separate section — RP Terms, containing standard roleplay violations and their abbreviations (e.g., RDM, VDM, LTAP, etc.), which are used throughout the roleplay sphere. Many of these terms may also be described in detail in the server rules. A moderator has the right to reference RP Terms when issuing a punishment, if the player’s behavior violates roleplay norms. However, the moderator is required to specify which exact RP Term was violated, and provide the player with an explanation of why it applies in this situation.
- A-1.1 — Important: Due to the absence or partial absence of text chat, relaying death information (NLR) or a player’s location via a Discord voice channel is considered Metagaming.
- A-2 — You are prohibited from participating in roleplay scenes in which you are not originally involved. You cannot “involve” yourself in someone else’s roleplay, including through pre-arranged or fake scenes, and claiming that you were “working” with someone is not an acceptable excuse.
- A-2.1 — This rule also covers intentionally joining a Discord scene (voice channel) where an active RP situation is already taking place, for the purpose of asking something, clarifying, or simply observing by voice. If you are not a participant in the scene, your entry and any questions in that channel are considered interference with the RP process. All questions must be asked strictly after the scene ends or in text OOC channels.
- A-3 — Any events or large-scale organized roleplay activities — including border raids, car shows, blockades, motorcades, mass road blockades, and similar actions — are prohibited without prior permission from on-duty staff.
- A-4 — Before handcuffing someone, you must roleplay it.
- Note: Since text chat is unavailable or not accessible to all players, roleplay must be done by voice in a Discord scene or in the “game-chat” channel.
- Example: “I take the handcuffs from my pouch and secure your hands behind your back.”
Performing this action without roleplay in the scene/channel is considered Fail RP.
- A-5 — It is prohibited to participate in roleplay on behalf of non-existent unauthorized organizations or factions (for example, any other non-existent factions on the server, even if they have their own liveries).
- A-6 — You may perform any civilian work if it is fully realistic, appropriate, and does not violate other server rules. Interaction with players is conducted through the corresponding voice channels.
- A-8 — Provocation: If a violation occurred due to someone’s provocation, the violation will not be counted, and the person who provoked will be punished instead.
- A-9 — Evading punishment by any means — such as leaving the server, not rejoining, or voluntarily exiting a Discord Mod Scene before the moderator has dismissed you, as well as taking any other actions to avoid responsibility — is prohibited.
- A-11 — Rule on Conflicts and Communication
- Each player must be in a Discord scene while playing. The Discord nickname must match the in-game name. Using voice-changing programs (except for special roles, e.g., characters with a unique role) or ignoring calls in the voice channel is equivalent to Fail RP.
FRACTIONS
- B-3 — Abusing service or auxiliary items such as cones, flares, police tape, and other similar objects is prohibited.
- B-4 — It is prohibited to place spike strips or stop sticks directly in front of suspects, near their vehicles, or under parked cars. A blockade using spike strips must be set up in advance.
- B-5 — Impersonating department leaders or staff members is prohibited.
- B-5.1 — This includes using restricted-access service vehicles, displaying ranks or positions in your display name, using service call signs (e.g., DP-000), and other actions that create a false impression of faction affiliation.
- B-5.2 — Unofficial staff members are allowed to use only neutral call signs — consisting of 4 digits (e.g.,
4832), without prefixes or letter codes.
- B-6 — Factions/departments that do not have a rank system cannot use any letters in their call signs and must be in a clearly marked service vehicle and wear server-provided uniforms.
- B-7 — Uniforms must match the corresponding vehicle you are driving (e.g., traffic police uniform in a traffic police vehicle).
- B-8 — Fire department trucks, tankers, and ladder trucks cannot be used for patrolling. Patrolling is only allowed on leadership service vehicles and department auxiliary cars.
- B-9 — Patrolling is allowed on all Department of Transportation vehicles except flatbed tow trucks, heavy tow trucks, and cone trucks. Snow plows may patrol only when there is snow or ice on the map.
- B-10 — FSB and MVD are prohibited from using the SWAT Truck for regular patrolling. Use of special equipment is only permitted when there is a confirmed threat, such as a hostage situation or armed resistance.
- B-11 — Unofficial traffic police officers are only allowed to use pepper spray, a baton, and a Glock 17 pistol as weapons.
- B-12 — Use of the police helicopter is allowed only upon request and approval from leadership Discord channels or moderation approval. Without official permission, helicopter use is prohibited.
- B-13 — If you are officially a member of any state faction that has access to weapons, law enforcement, or state authority powers (e.g., MVD, FSB, IC, Court, etc.), you are prohibited from participating in criminal group activities (officially or unofficially). However, solo criminal actions are not prohibited. It is also prohibited to be a member of both MVD and FSB simultaneously; prohibited to be in the Court or IC if you are in the FSB. In other cases, combining two state factions is only allowed if you do not hold a leader or deputy leader position in both factions simultaneously. Exceptions: Department of Transportation, Ministry of Health, Emergency Services, and other similar civilian (non-law-enforcement) services that are not related to law enforcement/investigative/judicial activities and do not have access to weapons or law enforcement/state authority powers.
- B-14 — Use of radio channels in the “Moscow City Emergency Services” Discord. Radio communication channels (special Discord voice scenes “Radio”) are only allowed for employees of the corresponding factions (MVD, Emergency Services, etc.).
- B-15 — In the absence of active official attorneys, the right to temporarily perform their duties may be granted to any other player exclusively with direct approval from server staff.
Criminal Activity
- C-1 — Criminal actions cannot be committed in the parking lot or inside buildings of any law enforcement agencies, at emergency service stations, or at the Department of Transportation. Current green zone maps marking these and other territories are available in the 📑┃information channel.
Green Zone Map

- C-2 — It is prohibited to provoke law enforcement agencies through reckless actions such as running stop signs, careless driving, false 112 calls, and other similar actions.
- C-2.1 — Provocations and harassment also include intentionally entering RP scenes or service Discord channels to interfere with work, as well as unwarranted mentions (pings) of players or faction members in text and voice channels to create out-of-RP conflict.
- C-2.2 — Example: if a player enters a voice channel where a detainment is taking place and interferes with the conversation without being a participant in the scene — this is considered a violation of this rule.
- C-3 — It is prohibited to kidnap players without their consent, including faction members (police, firefighters, rescuers, department of transportation, etc.).
- C-3.1 — Any kidnapping must occur with mutual consent, have a justified purpose, and be conducted within an RP situation.
- C-3.2 — Random or meaningless kidnappings are not allowed; only planned actions are permitted — such as robberies or storyline events with prior agreement among participants.
- C-4 — During PT (Peace Timer), no intentional criminal actions are allowed, including chases, shootouts, robberies, kidnappings, etc.
- C-5 — Groups of three or more people committing any illegal actions or displaying criminal behavior are considered unauthorized criminal groups and violate project rules.
- Only officially registered criminal organizations (operating within Civil Operations) have the right to commit criminal actions as a group of three or more participants.
- Each individual group within an official criminal organization can include no more than four active participants online simultaneously, however one official criminal organization may consist of multiple such groups, provided they do not directly interact with each other in unified operations.
- Joint actions or coordination between different groups, even within the same criminal organization, are prohibited during active situations.
- The behavior and activity of criminal groups are under constant staff supervision.
- C-6 — Bank robberies are only allowed for official criminal organizations with at least 2 participants.
- C-6.1 — There must be at least a 10-minute cooldown between bank robberies.
- C-6.2 — Jewelry store robberies can be conducted without belonging to an official criminal organization, but also require at least 2 participants and a 10-minute cooldown between attempts.
- C-6.3 — All robberies must be conducted in a roleplay format — no instant escapes and with proper roleplay (e.g., interaction with hostages, guards, police, etc.).
- C-7 — Any players, including members of official criminal organizations, can rob cash registers, ATMs, and jewelry stores.
- C-7.1 — All actions, including preparation and the robbery itself, must be fully roleplayed in “game-chat” — roleplay in RP scenes is not allowed.
- C-7.2 — When robbing a jewelry store, extra attention to roleplay realism is required.
- C-7.3 — Video recording of the robbery process is mandatory.
- C-7.4 — Don’t forget about rule A-10 — a 10-minute wanted period applies after a robbery.
- Roleplay Examples (Available in Documentation):
- C-8 — Only members of official criminal organizations can participate in hostage-taking scenes. Each such scene must have at least two actively involved captors.
- C-9 — High Rock park cannot be intentionally used to escape from law enforcement. A chase may start in the park but cannot end/continue in the park after it has begun.
- C-10 — Rule for Official Criminal Organizations: If all 4 active members of an official criminal organization are eliminated or arrested simultaneously, that organization temporarily suspends its activity and cannot roleplay as that organization for 1 hour from the time of the incident.
- C-10.1 — The organization itself is not removed from the Civil Operations server — after 1 hour, participants may resume roleplay with at least one active member.
- C-10.2 — Note: “Active members” refers to players currently in the organization and participating in roleplay.
VEHICLES
- D-1 — Vehicle operation must be fully realistic, both in terms of vehicle behavior and overall driving style.

- D-4 — Forklifts and front loaders must remain within the construction zone, except when escorted by a law enforcement or Department of Transportation vehicle (except those described in rule B-9). They may travel to another “work site” and can be used in road work only with permission from the Department of Transportation.
- D-5 — Bank trucks — only bank employees can use bank trucks.
- D-6 — Food trucks — no more than 2 food trucks can operate simultaneously.
- D-7 — Lawnmowers may move only on grass and sidewalks. They must cross roadways exclusively at pedestrian crossings.
- D-8 — Agricultural vehicles, such as tractors, cannot travel on public streets at speeds exceeding 25 mph without an escort.
- D-9 — Information about prohibited and limited vehicles can be found in the 📂┃ERLC-Information section.
- D-10 — ATVs and buggies are only allowed for use within High Rock park. During competitions, they may be on closed road sections only with law enforcement permission. Travel between permitted event zones / travel to the park must be done via trailer transport. Any use of ATVs and buggies outside the park territory is prohibited.
- D-11 — FSB Vehicles:
- FSB vehicles (undercover van, SWAT Truck) are prohibited from being used for regular patrolling.
- Deployment of special equipment is only possible with a confirmed threat (e.g., hostage situation, armed resistance).
- D-12 — It is prohibited to take or spawn a vehicle within 10 minutes of its towing (including to an impound lot) in order to bypass towing consequences. Any attempts to “reset” towing by resetting or respawning the vehicle, re-selecting a car, reconnecting to the server, or using any other methods are considered violations.
Damage Dealing
- E-1 — Shooting, punching, using knives, etc. in a moderation scene, at staff, or at any service vehicle will result in a kick.
- E-1.1 — Players must pull over and/or yield to staff vehicles, regardless of the team.

- F-2 — Being AFK for more than 5 minutes may result in a kick. Moderation is not required to log this kick.
- F-3 — Unrealistic avatar elements such as shoulder pets, wings, swords, non-standard animations, unnatural skin tones, particles, and other accessories that do not fit the realistic style are prohibited. The avatar body format must be strictly classic square R15 (without rounded parts). Use of any non-RP items is also prohibited — appearance and accessories must fully comply with realism principles.
- F-4 — Violations that result in a warning allow the player to immediately continue playing. In case of a violation resulting in a kick, the player must wait 1 hour before re-entering the server. Attempting to bypass this rule and entering the game before the specified time will result in a temporary account ban.
- F-9 — Frequent rollback of intentionally performed roleplay actions, as well as rollbacks without the consent of other participants in the situation, is prohibited.

Voice Chats
- G-1 — Using Soundpad and Similar Programs: Soundpad, Discord’s built-in Soundboard, and similar programs are allowed exclusively for RP situations in RP scene channels (e.g., siren sounds, radio sounds, door opening sounds, tool sounds).
- G-1.1 — Each sound effect — no longer than 10 seconds, volume — no higher than 75 dB (or 75% in Discord Soundboard), so as not to drown out participants’ voices.
- G-1.2 — Sound must match the current scene and not interfere with other players’ dialogues.
- G-1.3 — Music (outside of a boombox), memes, trolling, profanity, loud background noises, animal cries, etc. are prohibited.
- G-1.4 — Any attempts to extend sound duration (stitching multiple sounds together, repeating the same effect in a row, layering) are prohibited. One effect — one pause. Any “tricks” are considered a violation and punishable as interference with the RP process.
- G-2 — Using In-Game Boombox: Boombox use is allowed in any game moment as long as it does not violate Roblox TOS.
- G-2.1 — Use of any sounds and tracks that contradict Roblox rules is prohibited.

- G-3.1 — Presence in RP scene and radio voice channels is only allowed for players who are currently on the server in-game.
- G-3.2 — Any insult directed at a player (not a character!), touching on their nationality, appearance, or speech defects in a Discord scene is considered harassment. Character RP conflicts must not turn into personal player conflicts.
- G-3.3 — Radio Channels
- G-3.3.1 — These channels are IC (In Character) zones.
- G-3.3.2 — Maintain subordination and a professional tone. No shouting or unnecessary chatter.
- G-3.3.3 — The dispatcher (if present) has priority mode. When they speak — everyone stays silent.
- G-3.4 — RP Scene Channels
- G-3.4.1 — Use of OOC information (out-of-game messages) is only allowed with a prior warning — for example, with a note “OOC information” or “Non-RP information”. Without a warning, the channel is strictly IC and used exclusively for roleplay. Any out-of-game conversations, off-topic discussions, technical discussions, and OOC conflicts between players are prohibited.
- G-3.4.2 — IC conflicts occurring within the roleplay process are allowed.
- G-3.4.3 — Respect other scene participants. Do not talk over each other, let the opponent finish speaking.

- G-5 — Any scene participant can initiate a brief OOC pause with the phrase “One moment out of RP” if a technical issue occurs or a severe rule violation is suspected. Abusing pauses to stall time or think of a response is prohibited.
- G-6 — Long monologues that force action without giving the opponent a chance to physically interject in a Discord scene are prohibited.
Example: “I tied you up-gagged you-drove away-killed you” spoken in 2 seconds without pauses is PG. You must make pauses, giving the other side a chance to roleplay resistance or a reaction. - G-7 — Forcing players into sexual RP situations, torture with detailed sound descriptions, or any immoral actions that cause real discomfort to participants is prohibited.
- G-7.1 — If a player says in a Discord scene “OOC: I’m uncomfortable hearing this, stop”, the other player must stop that behavior and tone it down.
