We have carried out a major overhaul of faction and leader rules, unified terminology, and optimized the documentation structure. The main changes affect the personnel decision system, multi-faction rules, and the consolidation of faction-specific sections.

A. RP Rules
- A-4 — Before putting handcuffs on someone, you must roleplay it.
- Example: “I take the handcuffs out of the pouch and secure your hands behind your back.”
Performing an action without roleplay in the scene/channel is considered Fail RPNon RP.
- Example: “I take the handcuffs out of the pouch and secure your hands behind your back.”
- A-11 — Every player must be in a Discord scene while playing. The Discord nickname must match the in-game name. Using voice-changing software or ignoring calls in the voice channel is equivalent to Fail RPNon RP.

B. HR Management
- B-6.2 — In case of a gross violation of server rules by a player or inadequate behavior, dismissal from the position may be carried out by decision of Management or the Curator of the fraction (regardless of the presence of in-game reasons).
- B-7 — Personnel Decision Procedure:
- B-7.1 — Senior staff are appointed by the fraction leader with mandatory notification of Management.
- B-7.2 — Demotion for a violation must be accompanied by a reference to the basis; the employee is given the opportunity to provide explanations, except in cases of gross violation requiring immediate dismissal.
- B-8 — All personnel changes are recorded through the “Department Management MRP” bot commands.
B. HR Management — Multi-Faction
- B-9 (previously B-11) — Multi-fraction and position combination.
- B-9.1 — A player is required to fulfill the full volume of established quotas in each of their chosen fractions.
- It is prohibited to be in these fractions simultaneously:
- IC RF and any other fraction.
- Prosecutor’s Office RF and any other fraction.
- Court and any other fraction.
- Government (IC, Prosecutor’s Office, FSO) and any other fraction.
- MVD and FSB.
- OPG and MVD.
- OPG and FSB.
- OPG and IC RF.
- OPG and Court.
- OPG and Prosecutor’s Office RF. OPG and Government (IC, Prosecutor’s Office, FSO).
- FSO and OPG.
C. Executive Discipline
- C-5 — All scheduled and unscheduled inspections by the prosecutor’s office must be coordinated in advance with the Fraction Manager.
- C-6.2 — If a Management representative personally participated in the process, the decision on its review or cancellation is made exclusively by Senior Management (Owner and Co-OwnersOwner and Project Leadership) The verdict of Senior Management is final and not subject to appealand their decision is not subject to appeal.
F. Special Part
- Sections G-M (MVD, FSB, EMERCOM, MoH, Prosecutor’s Office, IC, Court) merged into section F. Special Part.
- F-1 — The right to conduct inspections of government and private structures belongs to the Prosecutor’s Office. Employees of the Mayor’s Office are also empowered to carry out inspection activities for businesses.
- F-2 — It is not allowed to detain and process a player who has already died in a shootout and ended up in the hospital — a new IC situation is required.
- F-3 — Upon official appeal to the FSB (submitting a ticket on the FSB server) and/or initiation of a criminal case, other government employees may be detained or brought to justice by the FSB.
- F-4 — The Prosecutor’s Office has the right to carry out supervisory activities over government fractions and private organizations.
- F-5 — IC employees at the crime scene have special powers and have the right to call MVD employees.
- F-6 — FSO employees have the right to organize the work of other departments during security measures.
- F-7 — Fractions have the right to carry out other activities provided for by Russian legislation that do not violate the project rules.

A. General Rules
- A-1 — The term of office for a leader is 30 days; for a leader in the Government (IC, Prosecutor’s Office, Court, Government) — 45 days.

- A-5 — The limit for continuous leadership in one fraction is 3 consecutive terms.

- A-10 — You can become the leader of the same fraction again only 30 days after removal or the last term.

- B-2 — Maintaining a minimum online presence of 5 people for 2 hours per day.
