B. Personnel Management
- B-11.1 — A player must fulfill the full volume of established quotas (shift/report norms) in each of their chosen factions. Failure to meet the quota in one faction due to being busy in another is not an excuse and is punished according to the internal charter.
- B-11.2 — It is prohibited to be in these factions simultaneously:
- Investigative Committee of the Russian Federation and any other faction.
- Prosecutor’s Office of the Russian Federation and any other faction.
- Court and any other faction.
- MVD and FSB.
- OPG and MVD.
- OPG and FSB.
- OPG and Investigative Committee of the Russian Federation.
- OPG and Court.
- OPG and Prosecutor’s Office of the Russian Federation.
- B-11.3 — Combination of two or more factions from the list below is allowed provided that B-11.1 is followed:

G. MVD (Ministry of Internal Affairs)
- G-3 — During mass riots, MVD may request support from EMERCOM (evacuation, barriers) and Ministry of Health (medical).
H. FSB (Federal Security Service)
- H-2 — The Federal Security Service has no right to exert pressure or carry out supervisory activities over government factions (including MVD, EMERCOM, Ministry of Health, and others). All factions are at an equal level of subordination, and FSB does not have controlling powers over their internal activities. However, upon official request from the leadership of another faction, FSB may conduct an inspection or detain a specific employee within the scope of their security powers.

A. RP Rules
B. Factions
- B-11 — Regulation of unofficial traffic police officer.
- B-11.1 — An unofficial traffic police officer is equated to the rank of Private in the hierarchy. They must unconditionally comply with the internal charter and obey the leadership not only of the traffic police, but of the entire MVD.
- B-11.2 — Unofficial officers are strictly prohibited from exceeding their legal authority. Any actions that go beyond the established MVD regulations and legislation are punishable according to server rules.
- B-11.3 — For performing official duties, an unofficial officer is allowed to use exclusively the following arsenal (from items that can deal damage; other items are also allowed):
- Pepper spray.
- Rubber baton.
- Glock 17 pistol.
- B-11.4 — It is prohibited to play as an unofficial MVD officer (traffic police) if you are already a member of any other government or criminal faction.

Note: This rule also applies to the MVD itself — you cannot be an official employee of one structure and an unofficial employee of another simultaneously.
- B-16 — The highest composition of a faction has the right to roleplay as an employee of lower ranks within their faction for the purpose of creating game situations.
- For example: A Lieutenant General roleplays as a Sergeant to go on patrol, because Generals typically don’t go on patrol.
C. Criminal Activity
- C-5 — Groups of three or more people committing any illegal actions or demonstrating criminal behavior are considered unauthorized criminal groups and violate project rules.
- C-5.1 — Only officially registered criminal organizations (operating within Civilian Operations) have the right to commit criminal actions as a group of three or more participants.
- Each separate group within an official OPG may include no more than four active participants online simultaneously, however one official OPG may consist of multiple such groups, provided they do not interact directly with each other in unified operations.

C-5.2 — The maximum allowable number of active participants of one official OPG within one game session directly depends on the total server online. At the same time, only one operational group from one official organization may be present on a session.

C-5.3 — Joint actions or coordination between different groups, even within the same OPG, are prohibited during active situations.
- The behavior and activity of criminal groups are under constant staff supervision.
- C-11 — It is prohibited to return to the OPG base during an active chase or shootout in order to hide from pursuit or receive support from members of your organization (based on rule A-2).

- E-8 — Employees of the Investigative Committee and Prosecutor’s Office of Russia are prohibited from carrying and using any firearms, as well as using special equipment: handcuffs, rubber batons, rubber shotguns, tasers, assault shields, and rams. The use of individual body armor (bulletproof vests) is allowed exclusively for concealed carry. Open carrying of combat gear and tactical equipment is strictly prohibited.
- Exception for carrying firearms: an active CTO (counter-terrorism operation) regime.
F. Other
- F-9 — Frequent rollback of intentionally performed roleplay actions, as well as rollback without the consent of other situation participants, is prohibited.
- F-9.1 — Situation rollback is allowed only with the consent of all participants in the RP scene or game chat. If at least one participant disagrees — rollback is prohibited. Exception: staff decision.
- F-9.2 — In case of a car accident or chase, failure to roleplay the crash without a rollback is considered a violation.
- F-9.3 — If three or more people are involved in a chase and a collision occurs, rollback is prohibited — all parties must roleplay the consequences.
- F-9.4 — If two players are involved in a chase and both parties continue moving after an accident, both receive punishment, regardless of who caused the collision.
- F-9.5 — An accidental car accident can be rolled back according to general rules — only with the consent of all participants.
- F-9.6 — If a car accident was caused by one player’s fault (e.g., hitting a pole or colliding with a wall), it is necessary to write or say the message ”.// rollback” in the “game-chat” or RP scene.
- F-9.7 — After the start of official criminal proceedings against a player regarding a specific incident, “rollback” of this situation (annulment of its consequences and progress) unilaterally or by mutual consent is prohibited.
- Exception: Rollback is possible exclusively with direct approval from Server Management (or Faction Curator/Chief Curator).

- C-7 — An organization leader is prohibited from independently annulling, changing, or applying any disciplinary sanctions to themselves. The authority to issue and remove punishments from a leader belongs exclusively to the Faction Curator, Chief Curator, and Faction Manager.
